Rare printed document including detailed regulations regarding the ownership of property in Yerusholayim, signed by R. Shmuel Salant, R. Yosef Rivlin, R. Yechezkel Yaakov Rosenthal, as well as other eminent members of the old Yishuv.
R. Shmuel Salant (1816-1909), studied in the great Yeshiva of Volozhin. After marrying the eldest daughter of R. Yosef Zundel Salant, he adopted his father-in law’s family name. In 1840, he settled in Yerusholayim which at the time had a very small community of Ashkenazic Jews. From 1848 to 1851, he served as a SHaDaR (fund-raiser), visiting the principal cities of Lithuania and Poland to raise money for the impoverished Jews of the Old Yishuv. He was known as a great Talmid Chochom and was beloved by the general public. He succeeded R. Meir Auerbach as Chief Rabbi of the Ashkenazic Jerusalem community in 1871. Under his guidance, the community expanded steadily growing from 5,000 to 30,000 Jews, whom he led until the advanced age of 93.

ר’ שמואל סלנט (תקע”ו -תרס”ט, 1816-1909), למד בישיבת וולוז’ין המעטירה. עם נישואיו לבת הרב יוסף זונדל מסלנט, אימץ את שם משפחתו של חמיו לשמו. בשנת ת”ר (1840) השתקע בירושלים, שמנתה באותם ימים קהילה אשכנזית קטנה מאוד. בין השנים תר”ח לתרי”א (1848-1851), שימש כשד”ר, ונסע לערים הגדולות בליטא ובפולין כדי לגייס כסף עבור יהודי “היישוב הישן” העניים. הוא היה ידוע כתלמיד חכם גדול ונערץ על המון העם. בשנת תרל”א (1871) ירש את מקום הרב מאיר אוירבך כרב הראשי של הקהילה האשכנזית בירושלים. בשנות הנהגתו התרחבה הקהילה בהתמדה מ-5,000 עד 30,000 יהודים, אותם הנהיג עד לפטירתו בשיבה טובה בגיל 93.
