R. Moshe HaLevi Horowitz (1770-1834), was one of the most eminent rabbinical figures of his time. Famous as a tremendous Talmid Chochom and Tzaddik he served as Rov in Volochysk. He authored the sefer Shoshanas Ha’Amakim (Koritz 1819), where he quotes R. Elimelech of Lizhensk and R. Yisroel of Tcharnystrov (son of R. Zishe of Anipoli). Moshe Horowitz was a son of R Aryeh Yehuda Leib Av-Beis-Din of Volochysk, a famous talmid of the Mezritcher Maggid, who emigrated to Tzefas and is among the Tzadikim buried in Tiveria.
R. Moshe’s most famous talmid was the renowned R. Meir Leibish Malbim. In the introduction to his sefer
Artzos Ha’Chaim (Breslau 1837), the Malbim writes at length about the greatness of his Rebbe, writing extraordinary titles including “Gaon Ha’Amiti”.

ר’ משה הלוי הורוויץ (תק”ל- תקצ”ד, 1770-1834) היה מהדמויות הרבניות הבולטות בתקופתו. נודע כתלמיד חכם עצום וצדיק וכיהן כרב בוולוצ’יסק. בעל ספר שושנת העמקים (קוריץ תקע”ט 1819) בו הוא מצטט את ר’ אלימלך מליז’ענסק ור’ ישראל מצ’רניאסטרוב (בנו של ר’ זושא מאניפולי). ראה מאורי גליציה מאת מאיר וונדר, שם נכתב כי ר’ משה הורווויץ היה בנו של ר’ אריה יהודה לייב אב בית הדין בוולוצ’יסק, תלמיד מפורסם של המגיד ממעזריטש, שעלה לצפת ונקבר בין הצדיקים הקבורים בטבריה.
תלמידו המפורסם ביותר של ר’ משה היה הגאון הנודע ר’ מאיר ליבוש מלבים. בהקדמה לספרו ארצות החיים (ברסלוי תקצ”ז 1837) מאריך המלבי”ם בגדולתו של רבו, ומכנה אותו בכינויים יוצאי דופן כ”הגאון האמתי”.
