Chief Rabbi Joseph Herman Hertz (1872-1946), was born in Hungary and in 1884, immigrated to the United States where he studied in various prestigious institutions. His first ministerial post was at Syracuse, New York. Following a number of years in as a Rav in Transvaal, South Africa, in 1913, he was elected Chief Rabbi of the United Hebrew Congregations of the British Empire where he served until his passing. His tenure as Chief Rabbi spanned both World Wars as well as the tumultuous period of the British mandate of Palestine.

הרב הראשי ג’וזף הרמן הרץ (תרל”ב- תש”ו, 1872-1946), נולד בהונגריה ובשנת תרמ”ד (1884) היגר לארצות הברית שם למד במוסדות יוקרתיים שונים. משרתו המנהיגית הראשונה היה בסירקוזה, ניו יורק. לאחר מספר שנים עבר לכהן כרב בטרנסוואל, דרום אפריקה. בשנת תרע”ג (1913), הוא נבחר לרבה הראשי של הקהילות העבריות המאוחדות של האימפריה הבריטית, תפקיד בו כיהן עד לפטירתו. כהונתו כרב הראשי התפרשה על שתי מלחמות העולם כמו גם על התקופה הסוערת של המנדט הבריטי בארץ ישראל.
