During the British mandate of Palestine, the
government issued various pamphlets of policy which
came to be known as white papers. Dated 1937,
dealing with the findings of the Peel commission,
concluding that territorial partition seems to be the
most realistic solution to achieving “the inestimable
boon of peace”. In the interim however, Jewish
immigration shall be limited to 8000 persons until
March 1938. This effectively closed the gates of
Palestine for millions of Jews in Europe who were
ultimately murdered during the Holocaust.
